We report the discovery of a fundamental dimensionless invariant,sR ≈ 0.003964, which characterizes the intrinsic viscosity of the spacetime fabric. By treating the vacuum as a non-ideal medium with finite metric impedance, we derive the Rodrigues Universal Field Equation (RUFE), a unified framework that reconciles General Relativity and Quantum Mechanics without invoking dark sectors or extra dimensions. We demonstrate that this single metric signature naturally resolves the Vacuum Catastrophe (renormalizing the 10122 energy discrepancy) and the Hubble Tension (correcting the expansion drag across cosmic epochs). The theory is rigorously validated by high-precision agreement with independent experimental data across disparate scales, including the Schwarzschild precession of star S2 (99.9 accuracy), binary pulsar orbital decay, and the muonic proton radius anomaly. We conclude that gravity is the macroscopic manifestation of quantum metric viscosity, establishing a self-consistent dissipative cosmology.
