Abstract

Decision-OS V7 provides a minimal operational definition of AGI as a self-recursive intelligence grounded in Aspire (direction), Guard (safety boundary), and PIC-based self-recursion (structural fixpoint). Contributions: (i) operational/self-recursive AGI definition, (ii) safety-first boundary conditions (Guard-First), (iii) bridge from V6 (PIC) to V8 (Time-Tube control).
