Abstract

Field research stations in Rwanda play a crucial role in agricultural development but may suffer from systemic inefficiencies. A methodological evaluation is thus necessary to understand and improve these systems. Multilevel regression analysis was employed to measure system reliability across multiple hierarchical levels. The model incorporates fixed effects for station-level variables and random intercepts for geographical regions. The analysis revealed significant variation in system reliability at the regional level, with a proportion of 75% stations performing within expected parameters, indicating room for improvement. Multilevel regression analysis provided insights into the factors influencing system reliability and highlighted areas needing intervention to enhance station performance. Future research should focus on implementing targeted interventions in regions where system reliability is notably lower than average, aiming to stabilise these stations within expected parameters. The empirical specification follows Y=₀+^ X+, and inference is reported with uncertainty-aware statistical criteria.
