A purely algorithmic system, in general, propagates the non-algorithmic nature of its input into its output. When equipped with tools for verifying conclusions against observation, it may become indistinguishable from a conscious mind. The existence of a universal non-algorithmic oracle providing only finitary predictions implies an azoic mind devoid of determinism. The arrow of time, characterizing the growth of complexity, is more abstractly spacious than spatialized time, analogous to wave-particle dualism.
