Abstract

“Katasteramt_Ξ v2 is a fully formal, operator-based governance model of a cadastral office. It provides a mathematically consistent, data-free representation of territorial geometry, property rights, legal acts and topological coherence, expressed through coupling operators, projection maps, a governance-Hamiltonian, spectral analysis and a stability Laplacian. The model is designed for classical analysis as well as quantum-kernel embedding and can be used as a structural component inside the ruahAI Hybrid Quantum Governance Kernel (HQGK). ”
