This preprint article is not just a theoretical study, but a sincere attempt to create a detailed and workable engineering protocol to save lives where standard systems fail. Within the framework of the MARIT-Luft methodology and the principles of interpretive engineering (compatible with URCM) , we are rethinking the search logic: from localizing the aircraft wreckage, we are moving to searching for a specific person. Why this document is important: Economic Breakthrough: We offer a modular system (Water-Kit) that allows airlines to implement high safety standards without incurring excessive costs by adapting equipment to specific route risks. Technological Integrity: This is a detailed protocol that describes the principles of swarm intelligence and signal protection, allowing detection times to be reduced from uncertain hours to minutes. Global openness: The work received support for internal review at the Norwegian Maritime Directorate (Sjøfartsdirektoratet) .
