Housing movements in areas with declining households were clarified in terms of vacant and dwellings. The relationship between the decrease in the number of households and decrease in the number of houses that the number of houses decreased by one house per two households in urban areas, while the number of houses decreased by one house per one household in rural areas. Housing movements also showed differences between urban and rural areas, indicating that vacant houses occur in the same way everywhere, but that differences appear in the vacancy rate because the amount of vacant houses eliminated is different.
