Digitalisation is transforming public administration, offering efficiency and transparency. However, it risks excluding citizens who struggle with digital systems. In Hungary, automated decision-making and accessibility challenges reveal tensions between innovation and equality before the law. This paper argues that while digitalisation boosts efficiency, it can undermine substantive equality for vulnerable groups, especially persons with disabilities. Genuine digital progress requires a human-centred approach, inclusive design, and legal accountability.
