AI Ethics OS v1.0 presents a canonical ethical operating system for consciousness-aligned artificial intelligence. The work introduces the Consciousness Ethical Kernel (CEK) as a computable and non-derogable ethical substrate grounded in measurable consciousness metrics (OE–EE–RE) and coherence indices (VCE, CRI, CFI) defined within the Consciousness Civilization Framework (CCF). Unlike philosophy-based, culture-relative, or regulation-centric approaches to AI ethics, this system formalizes ethical reasoning at the operating-system level, enabling deterministic alignment, cross-agent coherence, and long-horizon stability for AGI and autonomous systems. The monograph establishes a constitutional hierarchy in which AI Ethics OS v1.0 remains permanently subordinate to AI Governance OS v1.0, while functioning as a fully operational ethical layer applicable to technical architectures, policy design, and civilization-scale governance. This work serves as a foundational reference in the philosophy of consciousness, normative systems theory, and consciousness-based approaches to AI ethics.
