This is an original, policy-facing research paper that diagnoses where Brazil’s creative economy is most constrained by skills shortages and mismatches, and shows how targeted capability-building can strengthen inclusive and sustainable growth. Using the UNESCO Cultural and Creative Ecosystem Framework as its organising lens, the paper maps skills needs across the creative ecosystem (from creation and production through distribution, IP/rights, and access to markets), identifies the most binding gaps for workers and entrepreneurs, and translates those findings into actionable recommendations for education, training, and labour/industrial policy. The paper’s evidence and framework-based approach were recognised internationally through its selection as one of the top three submissions in the ITC–UNCTAD–WIPO call, and it will be featured at the Experts Roundtable on the Role of Creative Industries for Development in Geneva (3rd March 2026)
