Effective disaster relief demands rapid coordinationamong heterogeneous stakeholders, including non-governmentalorganizations (NGOs), field volunteers, administrative authorities, affected victims, and contributing donors. Despite a growingbody of research on artificial intelligence (AI) in disaster management, existing platforms largely address individual stakeholderneeds in isolation, leaving critical coordination gaps unresolved.This paper presents a systematic literature review of 20 selectedstudies examining how current systems address crisis informatics,humanitarian logistics, volunteer and NGO coordination, AIbased resource prioritization, and social media-based victim needdetection. Through critical analysis, this review identifies theabsence of unified, role-based coordination platforms as theprincipal gap in the existing literature. The findings inform thedesign requirements for a comprehensive, AI-integrated DisasterRelief Resource Coordination Platform serving all five primarystakeholder roles simultaneously.
