This paper introduces the Transparency Exposure Graph (TEG), a graph-based framework for analyzing how cumulative administrative transparency publications may increase organizational reconstructability and identity-centric exposure in public institutions. Applied to a pilot corpus of 23 real administrative documents, the framework identifies structurally exposed identities, roles, and organizational nodes relevant to cybersecurity resilience planning under NIS2 and GDPR.
