This is Part 2 and the direct continuation of the Framework Hypothesis described in Part 1. It extends the framework logic to cosmic scales, describing the cosmos as a nested network of action spaces. Universes function as nodes, black holes as transitions rather than breaks, and spacetime as an active framework enabling stability and evolution. The model interprets cosmic expansion as the signature of an evolving, interconnected network and provides a multiscale explanation for order, structure, and long-term stability. Part 2 builds directly on the concepts introduced in Part 1 and should be read as its continuation.
