Reachability Cones introduces a local control-geometric capacity measure in Noetic Diffusion Theory: short-horizon reachability covariances propagated from locally linear MNPS dynamics and innovations. Across extreme EEG/iEEG/fMRI regimes, cone size, anisotropy, effective dimensionality, rotation, and persistence yield stable signatures in sleep staging, seizures, and stratified dementia blocks, with informative near-null results in other contrasts.
