Green spaces are an integral element of a sustainable and comfortable urban environment, fulfilling aesthetic, ecological and recreational functions. One of the elements of green spaces is floral decoration. The purpose of the research is to conduct a comprehensive assessment and identify imbalances in the flower decoration system in Arkhangelsk. The article presents a developed and tested comprehensive methodology for assessing the objects of floral design of the urban environment. The comprehensive assessment included economic, environmental, and sociological methods. According to the assessment, imbalances were identified using the example of six key objects of flower decoration in Arkhangelsk. The study revealed a significant spatial differentiation of flower decoration in Arkhangelsk: two central districts (Lomonosovsky and Oktyabrsky) account for 76.84% of the flower decoration area. The peripheral districts (Severny, Solombalsky, Varavino-Faktoria, Mayskaya Gorka) are characterized by smaller flower beds (23.16%), a limited range of plants (on average 4 pcs.), which leads to low indicators of social perception (on average 36.76%). There is no direct relationship between the amount of financial costs and the level of social perception of landscaping facilities. For example, the Lomonosov territorial district has the highest cost of 1 m2, but the average level of social perception is 49.17%. The identified imbalances are most clearly manifested in peripheral districts, where, with expenses similar to the central districts (3468.66 and 3486 rubles/m2), there is a low level of social perception (21.62 and 33.25%). The main factors reducing the level of social perception of floral design are the uniformity of the assortment, the predominance of annual crops, and the lack of expressiveness of color solutions. The results obtained and the developed matrix of imbalances are of practical importance for municipal authorities and can be used in planning budget expenditures, prioritizing landscaping facilities, adjusting assortment policies and developing measures within the framework of the national project "Housing and Urban Environment".
