This paper identifies classical electromagnetism as the first-order physical expression of Energetic First Principles (E1P). The two energy components — Active (A) and Connective (C) — are identified with electric and magnetic phenomena on the basis of complete structural correspondence. The E1P tetrad (AA, CC, CA, AC) maps to Maxwell's four equations. A formal derivation shows the completing phase AC is uniquely fixed by the requirement that the tetrad preserve its own identity law under time evolution, with the displacement-current coefficient μ₀ε₀ as the unique value enforcing closure. Charge continuity, electromagnetic wave propagation, and energy continuity follow as direct consequences. The framework makes a falsifiable prediction: magnetic monopoles are forbidden by principle, placing E1P in direct tension with grand-unified and string-theoretic predictions.
