This paper proposes a structural interpretation within the Scalar Drag Emergence Framework (SDEF) in which quantum and cosmological phenomena arise from a single parameter-driven ontology, differing only in the balance between gradient accumulation and parameter redistribution. Quantum behavior emerges under symmetry-dominant conditions, where redistribution prevents gradient stabilization and maintains coexisting configurations. Cosmological structure arises in attractor-dominant regimes, where sustained gradient accumulation breaks symmetry and stabilizes coherent regimes. The transition between these regimes is continuous and governed entirely by existing SDEF dynamics. This work establishes a minimal conceptual bridge between quantum and cosmological domains without introducing additional primitives, modifying the underlying ontology, or attempting formal reconstruction of existing theories.
