Abstract (Theoretical Advancement): This extract develops a policy-level framework for democratic renewal. Starting from a contrast between extractive private algorithms and Digital Public Infrastructure (DPI), it integrates Mazzucato's mission-oriented economics with strategic design to propose an orchestrated transition from 20th-century individual representation to 21st-century collective intelligence. It identifies the systemic intermediaries required to operationalise this shift across civic populations: capability builders and network weavers (Kivimaa, 2019). The extract provides the economic and civic-architecture context for the cognitive and pedagogical work developed at Possibility Studies (Maynooth, 2025).
