Reservoir-induced flooding significantly threatens downstream communities, necessitating proactive resilience measures. This study uses integrated modeling to evaluate the impacts of flood discharge and dam failures on the Vuc Tron reservoir in Quang Binh, Vietnam. Two scenarios were simulated: large flood releases during extreme rainfall (Scenario 1) and dam breaches (Scenario 2). Results quantified inundation extent, affected population, housing damage, and land use implications, revealing that a dam breach could affect over 40,000 people. The study also reviews Vietnam's flood management and dam safety policies, identifying gaps and improvement opportunities. Addressing practical implementation challenges, the research contrasts local strategies with international practices. Based on the analysis, the research suggests strategies such as emergency preparedness plans (EPP), capacity-building initiatives, and nature-based solutions to enhance community resilience to reservoir-induced floods. Finally, a roadmap for scaling this assessment framework to other river basins, considering future climate change projections, is proposed.
