Abstract：This article combines the practice of the health care industry in Beihai, and through literature research, field investigation, and case analysis, it sorts out the core dimensions of regional culture empowering the health care industry. It diagnoses the current social support system's dilemmas such as "insufficient government guidance, weak market participation, absence of social organizations, and weak community collaboration". Finally, from the four levels of policy support, market collaboration, social participation, and community service, it constructs a diversified collaborative social support system of "regional culture + health care", providing a practical path for the high-quality development of the health care industry in Beihai and serving as a reference for similar coastal cities.
