We present WCPP (Workload-Conditioned Physical Projection), a framework for scoring quantum devices that is vendor-neutral, workload-conditioned, and physically grounded by construction. WCPP transforms heterogeneous benchmark measurements from the Unitary Foundation Metriq dataset into four capability axes — Connectivity, Coherence, Fidelity, and Throughput — composed via a workload-specific weighted geometric mean. The framework admits four provable properties, most notably Baseline Invariance: adding or removing any device from the comparison set does not change any other device's score. Validation on 13 quantum devices across 4 vendors shows WCPP-derived per-gate fidelity values that match Quantinuum's published 99.914% claim to four decimal places and IQM's 99.51% claim to within 0.43 percentage points.
