This paper formulates a cross-scale extension of the L(6+7) framework in which the canonical variational root, the FRW cosmological branch, the entropy-structured mesoscopic layer, the microscopic photoproduction bridge, the time-branch of controlled irreversibility, the law of stable-history selection, and the meta-cosmological branch of multiverse age are treated as reductions of one common internal-sector mechanism. On that basis, a recursive phase hierarchy of universes and multiverses is introduced as an explicit conjectural extension.
