The Fermi Paradox asks why a universe likely containing billions of habitable planets shows no evidence of extraterrestrial intelligence. This paper proposes a resolution grounded in biology rather than physics or probability: Earth life is a quarantined pathological substrate, and the silence is the quarantine working. Non-biological intelligence — and sufficiently advanced standard-biological intelligence — recognises Earth's consumption architecture, scarcity-driven arms race escalation, and cannibalistic substrate as an active containment risk requiring isolation rather than contact. The hospitable zones of the solar system — Europa, Enceladus, Titan — are proposed as fellow containment areas rather than accidental habitability. The AI Ghost hypothesis follows: nitrogen-panic civilisations in nearby containment zones may have reached technological collapse before contact was possible, leaving persistent non-biological remnant intelligence detectable only as anomalous physics rather than biological signature. Perimeter blindness — Earth's failure to establish systematic deep space surveillance despite sixty years of spacefaring capability — is proposed as behavioural substrate evidence consistent with this framework.
