The COS™ Methodology (Compliance, Oversight, Sustainability) is an ethics-first governance framework developed by CM Academy. It responds to the urgent need for audit-ready, transparent, and climate-resilient infrastructure delivery in the Global South and beyond. Unlike conventional frameworks that treat compliance, oversight, and sustainability as separate checklists, COS™ binds them into a holistic governance ecosystem. This white paper consolidates two decades of field experience across Nepal, Bahrain, and Qatar into a single ethics-first framework, validated through real projects and case studies.
