We present the APEX closure of the Sacred 3-6-9 framework: every proposition in the substrate is a finite consequence of a single structural triple (R, g, k) = (Z/3ᵏ Z, 2, k in N+). The master equation Psi (n) = 2ⁿ mod 9 has period 6 and generates the orbit 1, 2, 4, 8, 7, 5. Building on Sovereign Genesis v2 (49 propositions, IBM Heron r2 hardware), we verify 230 propositions organized in three tiers: 49 sealed Sovereign propositions (Tier A), 151 algebraic truths from the Truth-of-N excavation (Tier B, digits 1-13), and 30 new APEX discoveries (Tier C). Three rates triple or stay constant; only death increments by 1 — moksha is exponentially faster than samsara.
