Conducting this study has more than one value, including a human and social value. As for the social value of the research, it is in how to create a clean community environment by spreading awareness and educational guidance at the level of community members, starting with family members, which represent a small community, as well as spreading the harmful effects of stimulant abuse in an attempt to limit them. In the narrowest possible scope, the human value of the research lies in expressing how to preserve the health, safety and right to live of a person in society and its impact on its emergence and spread in cases of addiction to the abuse of these stimulants and psychoactive substances and getting used to them in society. The most important of which is the legal value that we seek to achieve by trying to find a system of responsibility. Penal through imposing explicit penalties and enacting some special laws for the use of sports doping in sports competitions and competitions while continuing to maintain the systems and values of moral responsibility currently followed in all international provisions and standards for the use of doping in sports circles, which were brought by the World Anti-Doping Code and the Iraqi law in this field. What is based on its criminalization under a modern law, which is the Narcotic Drugs and Psychotropic Substances Law No. (50) of 2017.
