As the "AI+" initiative continues to deepen, next-generation smart terminals are evolving beyond mere digital product upgrades to become essential vehicles for the large-scale deployment of artificial intelligence. This paper constructs a five-dimensional analytical framework-encompassing technological supply, industrial organization, user demand, scenario deployment, and governance safeguards-to investigate the discrepancies between policy directives and industrial practices. Findings reveal that while China's AI terminal sector has entered a phase of multi-factor synergistic evolution, several structural bottlenecks persist. These include a misalignment between core capability supply and actual market needs, suboptimal supply chain coordination and regional division of labor, cognitive gaps between user demand identification and product definition, immature mechanisms for scenario diffusion, and a lagging provision of standardization and accountability frameworks. Moving forward, strategic initiatives must prioritize key generic technologies, ecosystem orchestration capabilities, demand-side traction, scenario value verification, and the refinement of governance rules, thereby propelling next-generation smart terminals toward a verifiable, replicable, and scalable trajectory.
