PROBABLY THE MOST IMPORTANT DEVELOPMENT since the collapse of the Soviet system 10 years ago has been the facilitation of the process of transfer to private ownership of property previously held by the state. The creation of private rights to property has been emphasised by successive leaders since 1991 as the keystone of political and economic reform. The emphasis and the tempo may have varied, but the promotion of market-oriented reform introduced by Prime Minister Gaidar and then Deputy Prime Minister Chubais remains to a degree part of the general direction of the new Putin administration.
