This preprint is Paper 1. 1 of the QHCC (Quantum Holographic Code Cosmology) programme. It develops the emergent-universe continuation of Paper I from the two-screen black-hole law: R ₅₋₈₂³ = rS P². The central result is a double projection structure: the Kerr-FLiC torus acts as the first holographic projector, producing a Schwarzschild-scale carrier shell, while the Schwarzschild screen acts as the second projector, producing the macroscopic C-layer bulk. The resulting scale chain is: rS P² rS² P rS⁴ / P. The same hierarchy has an information-carrier interpretation: NA NA² NA⁴. Layer A is the primary FLiC volumetric budget and primitive pair-channel algebra. Layer B is the Schwarzschild-scale holographic carrier shell. Layer C is the executable macroscopic universe read-out. The construction introduces no new ontological entities beyond the two screens, the FLiC degrees of freedom, the Kerr-FLiC torus, and their correlation structure. This work fixes the kinematic projector architecture of the QHCC programme; the dynamical derivation of relational time, gauge structure, particle spectra, and effective field dynamics is deferred to later work.
