We show that CCEGA black stars are perfect gravitational wave reflectors (Rₑff = 1) for merger-frequency waves. The interior is evanescent for f < fcut (M) because the Regge-Wheeler potential barrier at the ρc surface prevents wave penetration. This establishes the physical mechanism for GW echoes in CCEGA. The spectral cutoff fcut (M) ≈ 2, 000–8, 000 Hz decreases monotonically with mass, providing a mass-dependent reflection signature developed further in P61.
