Abstract

水资源时空分布不均衡已成为区域可持续发展的关键瓶颈,而气候变化与人类活动进一步加剧了水资源供需矛盾。水资源配置涉及自然系统(水文循环、生态需水)与社会经济系统(农业灌溉、工业用水、城市供水)的复杂耦合,是实现流域综合管理的关键。论文围绕水资源优化配置方法的目标函数、约束条件和求解算法三个核心维度,系统性回顾了水资源优化配置方法的发展历程及前沿进展。结果显示,目标函数已从单一经济导向转向“生态—社会—经济”多元协同目标;约束条件的构建从传统刚性约束进化为能反映制度与政策导向的“软约束”体系;求解方法则从确定性数学规划发展到智能优化、模糊与随机优化和耦合模拟。目前,水资源优化领域在模型的复杂性、多系统目标融合及不确定性表达等方面取得进展,然而在多目标协同机制、软约束量化表达、模型物理一致性及可解释性方面仍有不足。结论指出,未来研究应聚焦于这些关键问题以推动水资源优化配置的进一步发展。
