Starting from the PEW harmonic table and the Hubble horizon level, we derive the integer galactic harmonic level N₀ ≈ 171 via the compact formula N₀ = ΛPEW · (ngal - n_ξ) - 1/φ, with a residual of only 0. 002% compared to SPARC data. We show that galaxies occupy the stable level ngal = 25 + log_φ (3/2) = 25. 8426 in the harmonic table. The descent from the Hubble horizon (nH = 28. 51) to the galactic scale spans exactly 2. 67 harmonic steps without crossing any topological hole. This closes PO-Cosmo-1 at level A for the algebraic formula and B for the hierarchical interpretation.
