Abstract

British AI policy in 2026 has the same structural problem as the rest of the world: there is no engineering layer underneath it. The Bletchley Declaration, the Seoul Summit communique, the UK AI Safety Institute's evaluation work, and ARIA's mission all assume the existence of a substrate they do not specify. Mickai is that substrate.
