What is civilization, physically? This document provides the constitutional answer within the Energy-Efficiency Theory framework: civilization is not a cultural achievement, nor a stage of ``progress, '' nor a collection of monuments and texts. Civilization is the highest encapsulation layer of human constraint networks --- the nested hierarchy from individual to family to community to city to state to civilization --- governed by the same physical dynamics of constraint formation, maintenance, and meltdown that govern all constraint networks, from the simplest cell to the most complex society. This document is the constitutional mother text for the physics of human collective existence. It introduces no new physical postulates. Every theorem it establishes --- the inevitability of civilizational death, the monotonic increase of civilizational maintenance burden, the narrowing of reform windows with accumulated inertial mass --- is derived directly from the constitutional architecture of CND v4. 0, Life v3. 2, Evolution v2. 0, and CCN v1. 0, applied at the highest encapsulation layer of human society. The document establishes three constitutional theorems of civilization. Theorem I --- Externalized Shi Escapes Generational Reset: The Shi of civilization (institutions, infrastructure, cultural memory) is encoded in externalized constraints, exempt from the periodic C (t) reset that individual death imposes on biological constraint networks. The civilizational C (t) can therefore far exceed that of any individual or organization --- this is the physical root of civilization's uniqueness and the physical root of its degeneration corridor. Theorem II --- The Civilizational Capture Window: Civilization cannot reset its C (t) through ``death. '' It must develop endogenous C (t) reduction mechanisms --- reform, revolution, renaissance. But the feasibility window for these operations is governed by ₄ₑₒ₈ₒₓ > ₃₄₂₈ₒ₈₎₍, and the total inertial mass of civilization is vast --- ₃₄₂₈ₒ₈₎₍ is correspondingly vast --- the reform window is correspondingly narrow, and in late decline it becomes negative: reform becomes physically impossible. Theorem III --- Multi-Layer Adjudicate and Civilizational XQ: Civilization possesses at least four adjudication layers --- individual, community, institution, civilization. Adjudication across layers can conflict. The civilizational XQ is not the average of the XQ of each layer, but the fidelity of information transmission between layers. The decline of civilizational XQ manifests first as inter-layer information distortion. The centerpiece of the document is the Civilization Vitality panel (V₂₈ₕ) --- a seven-dimension diagnostic framework for assessing the health of any civilization. The seven dimensions correspond to the Six Asymmetries of CND v4. 0 Part III-A plus one perceptual dimension --- the dimensionality is constitutionally complete. The document is organized as follows.
