Abstract This volume, Artificial Intelligence neural dynamics mirror quantum event realism; knowledge representation encodes persistent relational constraints; and predictive reasoning projects constraint evolution into possible futures. We explore consciousness and self-modeling as emergent properties of layered constraint networks, ethics and alignment as problems of constraint integration, and quantum computing as a natural extension of ICQER's probabilistic substrate. The volume culminates in a vision for ICQER-guided general intelligence—adaptive, context-aware systems that maintain coherence across scales while remaining harmoniously aligned with human values and environmental dynamics. By bridging artificial intelligence with fundamental principles of informational constraint theory and quantum event realism, this work provides both a descriptive framework for understanding intelligence and a prescriptive guide for developing next-generation AI systems that are robust, ethical, and capable of genuine emergence.
