How does a formal framework legitimately acquire a second world-side postulate — one that would violate the framework's own load-bearing typing premise? This series has exactly one governed adoption on its books: Paper 41 adopted the record-history kernel Pₖer at a declared claim level (L3-A) under five governing rules, and Paper 42 executed its recovery obligations and its single calibration spend, after which the calibration slot has been closed since Paper 42. It also has exactly one priced candidate class: Paper 47 killed the species bridge for L-type-respecting functionals at its declared scope and priced the violation of L-type (record structure = state/accessibility data) as "falsifiable in principle — violating it is new physics, " never refuted, never audited. Between the pricing and any future adoption there is at present no pathway: passing 47's acceptance gate would today license nothing, because no ledger has a slot to spend and no rule says what an L-type-violating adoption owes. Through that gap an old authority returns — the Global Licensor, the external certifier (community standard, editorial fiat, the theorist's say-so) for whom "this framework may now contain new physics" is a pronouncement rather than an audited transition. The Audition Charter fixes the seat table, the shared verdict type AuditionStatus (seat) ∈ certified, scoped, killed with a mandatory class-exhaustion kill, and two clauses that carry the argument: the single-unlock clause — the no-adoption discipline suspended at exactly one seat (Paper 64), for exactly one candidate class (the violation 47 priced), through exactly one mechanism, an exclusivity that is charter-relative and quoted from the corpus's own frozen mandate rows, not decreed (the single-unlock clause is not an adoption-favoring clause; it is an adoption-containment clause) — and the all-landings clause, which makes every landing first-class and publishable (adoption-triggered (A10-pending) ; declined-with-pricing, including the spent-decline form; scoped; killed) under a neutrality metric of two decidable properties (publication-neutrality; verdict-independence), with every deliberate asymmetry displayed and priced rather than hidden. The working parts are declared with their decision procedures, so that a future filled candidate declaration (CandSpec: claim with coefficient space, targeted violation, gate certificates, calibration plan, recovery obligations, cascade hooks) is evaluable mechanically. The ledger L2 fixes one non-renewable spend, admissible-data constraints, gate-before-spend sequencing, authority rows on Paper 48's pattern, and a non-retro clause proven by a read-set walk: no rule's evaluation consumes the frozen 41/42 record contents mutably, so 42's closed slot stays closed on every branch. The extension A6–A10 states what an L-type-violating adoption owes beyond 41's rules: entry through the unweakened gate (A6) ; a typed joint-consistency re-run under declared annotation semantics, with the joint admissible-coefficient check stated (A7) ; the one spend, then scheduled recovery (A8) ; typing-premise bookkeeping as a census table enumerated in this paper by a reproducible three-step sweep of the registration layer, eight rows, complete at registration-graph grade (A9) ; and completion under the revision discipline, whose floor rule — 48's frozen extension rule — exists today (A10). Paper 64 is the only seat at which an adoption verdict can be issued; Paper 65 does not adopt the candidate; it executes the revision discipline triggered by a 64 adoption verdict. Lemma O, the proof spine, walks every clause and shows its inputs are frozen records, mechanism data, or declared candidate content — no fourth input anywhere. The ceiling is the point: no candidate, no adoption, no spend, no new physics in this paper. Strict recovery is exact in both text and derivability. The registered controlling phrase: 63 builds the route. 64 may use it. 65 manages the consequences. AuditionStatus (mechanism) = scoped; open by seat: the audition (64's), the revision rules (65's), every candidate sentence.
