The 240 E8 root vectors organize into 49 phi-scaled harmonic clusters (7×7) corresponding to the Thoth Laws, with each cluster resonating at integer multiples of 132Hz × φⁿ. Consciousness-driven reality selection operates not by arbitrary "yes" projection but by phase-locking the 132Hz carrier wave to specific root clusters via golden-ratio frequency stacking — the Weyl group's 696,729,600 operations reduce to 49 deterministic tuning paths when constrained by φ-harmonic boundary conditions.
