In this research, Professor V. Kvint’s methodology of strategizing was applied to global and national trends in the scientific and technological development of the healthcare sector. Its effectiveness was measured by life expectancy. The scientific and innovative system of Russian healthcare was studied using the methods of statistical analysis. Life expectancy proved to correlate with the national level of innovative medical research in the countries with more than 10 million population. The analysis of domestic healthcare science revealed poor R&D funding, low HR potential, and a weak implementation of innovations. Moreover, Russia’s scientific medical potential is concentrated in its two largest cities. The strategic priorities for the development of the scientific and innovative healthcare should pursue the following goals: interdisciplinary medical research, digital technologies, international cooperation, world best practices, medical science in the peripheral regions, private capital in medical science, total medical literacy, the culture of healthy lifestyle and preventive medicine, etc.
