The article examines digital tools as key instruments for improving public policy and governance in the context of global challenges. It highlights the role of digital technologies in ensuring transparency, efficiency, and accountability of state institutions. Particular attention is paid to the analysis of modern e-governance tools – electronic services, open data, digital identification, and innovative platforms for communication between the state, citizens, and businesses. It is demonstrated that digitalization contributes to reducing administrative barriers, shaping a new model of state–society interaction, and strengthening public trust in government. The study outlines the main challenges accompanying digital transformation, including cybersecurity, overcoming digital inequality, the development of digital competences, and the need to adapt regulatory frameworks to rapid technological change. International best practices in digital governance are reviewed, with emphasis on their potential adaptation in Ukraine to enhance the resilience of public administration. It is emphasized that in times of war, digital tools are of particular importance for ensuring the continuity of public services, protecting critical infrastructure, and coordinating reconstruction efforts. It is noted that Ukraine’s post-war recovery requires a systemic digital transformation that will serve as a foundation for accelerated development, the optimization of management processes, and the formation of a new governance model capable of responding to contemporary global challenges.
