Key Points

  • Intelligence significantly enhances the African Union's conflict prevention strategies, leading to better proactive diplomacy.
  • The study identifies critical challenges like information asymmetry among member states and political hesitancy that hinder effective intelligence use.
  • Qualitative examination focuses on key mechanisms such as the Panel of the Wise and Continental Early Warning System for their roles in intelligence application.
  • Growing recognition of intelligence as a strategic asset suggests a need for more organized intelligence sharing within the APSA framework.

Abstract

The African Union's Peace and Security Architecture (APSA) examines the vital role intelligence plays in promoting conflict prevention. The study, which is based on the Regional Security Complex Theory (RSCT), looks at how intelligence which includes gathering, analyzing, and disseminating information improves the African Union's ability to engage in proactive diplomacy, risk assessment, and early warning. By means of a qualitative examination of significant institutional mechanisms, such as the Panel of the Wise and the Continental Early Warning System (CEWS), the study explores the structural constraints and operational dynamics that impact theapplication of intelligence in preventing brutal conflict. Findings show enduring issues as such member state information asymmetry, political hesitancy, and disparities in intelligence capabilities. A growing institutional understanding of intelligence as a strategic asset for peacebuilding is also noted in the paper. By placing intelligence inside Africa's developing RSCT framework, this study promotes a more organized, institutionalized approach to intelligence sharing and presents fresh insights into regional security cooperation. The study adds to the body of knowledge regarding how to improve APSA's ability to provide prompt and preventiveresponses to Africa's complex security threats.
