The article shows that the relevance of studying the problems of tactical operations to neutralize the counteraction to criminal activity is due to the low level of disclosure of certain types of criminal offenses. Which is sometimes associated with the inadequate quality of the pre-trial investigation,ignoring criminalistics recommendations, in particular regarding the conduct of criminalistics complexes (tactical operations and combinations) in the conditions of the emerging complex investigative situation. The purpose of the study carried out by the authors is a chronological analysis of the state of scientific research on the problems of tactical operations to neutralize the counteraction to the investigation of criminal activity. Identification of the main trends in scientific research on the outlined issues. The authors concluded that in modern criminalistics a separate theory of tactical operations has been formed and is being actively developed. Scientists in their publications generally agree on a stable concept of a tactical operation as a complex of investigative, operational-search, organizational and other procedural actions carried out according to a single plan by several authorized officials and other persons, in order to solve a tactical problem (establish circumstances that are important for the investigation), while strictly adhering to the requirements of criminal procedural legislation. The principles of tactical operations usually include: individuality in the preparation and direct implementation of each operation; constancy (invariance), mobility (variability, lability), orderliness, hierarchy, optimality, adaptability of the structure of the operation; carrying out a criminalistics analysis of the investigated criminal offense in preparation for the operation; the complexity of the preparation and implementation of a tactical operation, etc. Among the mandatory structural elements of a tactical operation are: the purpose of the operation, its subjects, means of achieving the purpose of the operation, the process of organizing and directly implementing the operation, its result. The implementation of a tactical operation involves successive interconnected stages. It is shown that in the late 90s of the last century, the development of purposeful tactical operations began, which would solve individual tactical tasks during the counteraction to the investigation of crimes. And at the beginning of the current century, scientists increasingly began to offer typical tactical operations. In the second decade of the current century, a clear tendency was formed in domestic criminology to develop a separate criminalistics theory – the «theory of tactical operations».
