Stunting is a major global health issue, with Indonesia's prevalence at 21.6% in 2022. In Jabon District, Sidoarjo Regency, Keboguyang Village has the highest stunting rate at 10%. Despite allocating 10% of village funds to stunting prevention, the rate remains high. This study uses Edward III's (1980) theory to evaluate the implementation of stunting prevention programs in Keboguyang Village. This qualitative descriptive research involves field and library data collection, with analysis including collection, processing, and interpretation. Interviews were conducted with the village head, midwife, health cadres, and mothers of infants. Findings show that communication efforts include child data collection and door-to-door outreach. The disposition factor indicates strong commitment from the village head and cadres, but is hindered by insufficient incentive regulations. The bureaucratic structure involves SOPs and task delegation. Resource factors highlight the need for better human resources and infrastructure.
