The authors explore personnel risk management as an instrument of public policy aimed at achieving technological sovereignty. The purpose of the work is to establish methods of managing personnel risks affecting the achievement of technological sovereignty, to make proposals for their improvement, the tasks are to identify personnel risks, to study measures to minimize the negative impact of personnel problems on the technological development of the country. The research is based on legal documents, official reports, and scientific papers; The following research methods were used: regulatory analysis, statistical analysis, comparative analysis, synthesis. It is established that the modern period of time is characterized by a change in the world economic and technological structures, as a result of which the leading positions on the world stage will be occupied by states that have achieved the necessary level of technological development. It was revealed that the creation of innovative products is hindered, among other things, by a personnel shortage. It is determined that the ongoing personnel policy takes into account demographic indicators, the need for specialists, taking into account trends in the development of economic sectors, the value orientations of young people; the measures being implemented do not allow attracting labor resources to the required extent; it is significant to continue the search for new opportunities to attract and retain specialists in the labor market. The results obtained can be taken into account in the development of management decisions in the field of technological development of the country and ensuring national security.
