ABSTRACT In the era of regional autonomy nowadays the management of primary and secondary education is responsibility of local governments. With big authority government expected to maximize the ability or capacity that region have. This research aimed to find out the regulations of the education budget, the resources of the education budget and the allocation of education funding. With this research, of course, will be expected to provide benefits both academic and practical. The research method used, is the qualitative descriptive method, by collecting secondary data in the form of documents, and primary data that were obtained by means of in-depth interviews with informants who are directly involved in the process of the ongoing reforms. In order to produce comprehensive and valid data, the researcher has also done a cross-check with society by means of convenience sampling, for they are the users of services. The recommendation for standard cost of quality education in every levels of education to produce good quality. The need to more concrete cooperation with the business world to assist in the financing of education, in the form of scholarships to children who are poor, need the active role of the community in the search for funds related to the financing of education.
