The study of rich foreign experience in the preservation and use of cultural heritage makes it possible to apply various aspects of foreign practice in this area to form a promising cultural policy in the Russian Federation. The country has a rich potential of cultural heritage, which, however, is preserved and used not in the best way. At the same time, cultural heritage can become a kind of branch of specialization, a factor in the rise of local economy and stimulating social development for many Russian historical and cultural places, historical cities and historical and cultural territories. Foreign examples of practices in the field of heritage protection are analyzed, their application can contribute to the preservation and at the same time effective use of this specific resource of social and economic development in many Russian regions.
