Significance Even before the attacks of October 7, 2023, tensions were heightened because of settlements, weak Palestinian Authority (PA) governance and militant activities. Hamas and Palestinian Islamic Jihad had grown active in the Hebron region, from where cells planned and executed attacks. That led to repeated raids by the IDF in Nablus and Jenin, resulting in combatant and civilian casualties. Impacts Israeli Prime Minister Binyamin Netanyahu will resist mounting international pressure to limit or stop completely operations in Rafah. West Bank instability raises Jordanian fears of a possible influx of Palestinians. Israel's Gaza operations will lead to a cooling, but not a fracture, of its ties with the United Arab Emirates. Settler violence and Israeli military operations in the West Bank will erode further the PA's legitimacy and boost Hamas's appeal.
