Introduction. Currently, the youth policy in Russian Federation plays a crucial role in forming the moral, ethical and professional foundation of future specialists. Youth policy areas mostly involve various projects. As the issue of communications in projects are not studied widely enough, there is a need to form not only a theoretical basis, but also practical recommendations. The purpose of the study is to build a universal communication model during the implementation of youth projects, taking into account possible problems and barriers. Materials and Methods. The research is based on official statistics and the survey results of youth policy representatives using the example of Stavropol and Stavropol Territory. Results. The region under study is characterized by the dynamics of growth in various events aimed at the youth. The survey showed that the main communication problems for the respondents in projects are conflicts, lack of resources and information overload. For more effective communication, we developed a model that takes into account the raised difficulties and barriers. Conclusions. The results of the study can be used both in theory and practice of project management in youth policy.
