2020년 "데이터 3법" 개정 전후로 2020년 5월 1일부터 2021년 4월 30일까지 진행된 이 연구는 법률 개정으로 인해 예상되는 지역 응급의료 통계 정보에 대한 수요 증가에 초점을 맞추고 있습니다. 현재 중앙행정 기관 중심의 지역응급의료 통계 제공은 법률과 관계기관의 복잡한 연계로 인해 "응급의료 지역화" 정책 수립의 어려움을 야기하고 있습니다. 이에 이 연구는 응급의료 통계품질의 "이용자 적합성" 및 "상호운용성 향상"을 목표로 하며, "온톨로지 방법론"을 활용하여 "OOSTT(Ontology of Organizational Structures of Trauma Centers and Trauma Systems)"를 기반으로 지역 응급의료 통계의 지식 관리체계를 설계하고, 이를 통해 응급의료에서의 "골든아워(Golden Hour)"를 중심으로 표준화된 지역 응급의료 통계 생성을 추진하였습니다. 연구 결과로는 119와 국가응급진료정보망(NEDIS)의 자료원을 기반으로 시간과 관련된 항목을 표준화하였으며, 이는 "골든아워(Golden Hour)" 산출에 활용될 것입니다. 제안된 온톨로지 방법을 통해 17개 지역응급의료지원센터를 중심으로 표준화된 지역 통계 생성과 지식 관리체계 구축이 가능할 것으로 기대됩니다. 또한 이 연구결과는 향후 "응급의료 지역화" 정책과 "지역 응급의료체계 거버넌스"에 유용한 기초 자료로 활용될 것입니다. This study, conducted from May 1, 2020, to April 30, 2021, addresses the growing demand for regional emergency medical statistics following the 2020 amendment of the "Data 3 Laws." The centralized provision of such statistics by central administrative institutions presents challenges to the formulation of the "Localization of Emergency Medical Services" policy due to complex legal interconnections with related agencies. This research aimed to improve "user fitness" and "interoperability" in Emergency Medical statistical quality (EMSQ). Using the "ontology methodology," a knowledge management system for regional emergency medical statistics was designed based on "OOSTT", advancing standardization with focus on the "Golden Hour". Standardized time-related items from data sources like 119 and NEDIS were crucial for the "Golden Hour" calculation. The proposed ontology method is expected to improve standardized regional statistics and knowledge management for 17 regional emergency medical support centers. The results of this study are valuable for those developing future policies on the "Localization of Emergency Medical Services" and regional emergency medical system governance.
