To achieve this aim, the followingobjectives have been established: studying the historical, legal, and social foundations ofpolitical restraint; analyzing its expressions at the levels of state governance, publicservice, media, and public discourse; revealing the role of civil society, media literacy, and education in overcoming political restraint; and assessing the consequences ofpolitical restraint—from social labeling to civic indifference and self-censorship.Sociological and legal analysis methods were applied. The data sources include scholarlyliterature, legislative documents, sociological surveys, and media analyses. The mainconclusion of the research is that political restraint in Armenia is a multi-layered phenomenon, whose overcoming requires a systemic approach, combining legal reforms, educational programs, and the diversity of public discourse. At the same time, it isessential to strike a balance between the protection of freedom of expression and thesafeguarding of public responsibility, thereby avoiding both excessive self-censorship andthe risks associated with unrestricted expression.
