This paper initiates the constructive phase of the project by deriving a unified ontological framework that satisfies all governance rules, mechanical requirements, and closure conditions established in the preceding papers. Rather than postulating new entities or speculative mechanisms, the work constructs the framework explicitly from the derived necessities. It demonstrates how a minimal ontic basis can account for light, heat, electricity, force, gravity, chemical bonding, and large-scale structure without internal contradiction or exception handling. At this stage, the paper limits exposure of derived formulas and applied models to preserve intellectual priority while clearly establishing authorship and structural originality. The emphasis is placed on mechanistic coherence, conservation, transformation rules, and life-cycle closure. This paper marks the transition from adjudication to synthesis and serves as the foundation for future detailed derivations and applications. Optional Series Description (if Zenodo allows a collection description) Ontological Governance and Mechanical Unification is a four-paper series that reconstructs scientific explanation from first principles. It defines strict ontological standards, derives the mechanical requirements imposed by observation, audits existing frameworks under uniform governance, and constructs a unified, contradiction-free physical ontology. This is the fourth paper in a series and culminates in the construction of a Unified Mechanical Model for physics here is the list of all the papers in the series: This Model Is the Unified Wisdom Model, There will be many more papers to come that elaborate on its impact scope and predictive and explanitory capabilities. Its Ontilogical derivation was based on strict adherance to the Wisdom Principal of Assuming nothing. The series is as follows and just how restrictive the methodology was that yielded these conclusions can only truly be understood by reading the complete series below. They build and do not restate the rules the previous paper invoked but follow them explicitly: 1:An Ontological Foundation for Scientific Discovery: A Path to Epistemic Neuroplasticity and Mechanical Closure 2: What Modern Science Stopped Explaining Subtitle A Statistical Inversion of Reality 3:A Balanced Ontological Governance of Scientific Theory: A Path to Unification Through Epistemic Re-Standardization and Mechanical Closure 4:Constructive Ontology and Unified Mechanics: Explicit Derivation of a Mechanically Closed Physical Framework
